Thank you Dash for your e - mail and a Happy New Year. Unfortunately we do not cover the proposed subject in IJTM , at present. IJTM has emerged in more than thirty focused journals to cover the wide field of Technology Management ,including : I J OF RISK ASSESSMENT AND MANAGEMENT and I J OF EMERGENCY MANAGEMENT which are more relevant to your proposed special issue. We had to cancel recently few proposed special issues for IJTM for this reason.

"Dear Sir,

It will not be possible to publish a special issue as you proposed in 2009. We have already 2 special issues planned and 2 regular ones.

Anyway, We can arrange a "special chapter" in one of the 2 regular issues, containing 4 to 5 papers and I can invite you to be co-editor of that issue and introduce those papers in the editorial.
